Luncheon with Admiral Richard Chen

On April 20, 2023, the US-Taiwan Business Council hosted a small private luncheon with Admiral (Ret.) Yeong-Kang (Richard) Chen on the topic of “Taiwan Strait in Blockade: Resiliency, Economic Impact, Supply Chain Disruptions.” Admiral Chen is a former Taiwan Vice Minister of National Defense.

Invited members of the US-Taiwan Business Council met with Admiral Chen and a small team of his associates. The discussion ranged from hard power issues to the potential impact of supply chain disruptions – including possible economic impacts of a China blockade, among other topics. The lunch took place at The Oceanaire Seafood Room in Washington, D.C.

The US-Taiwan Business Council and our attending members thanks Admiral Chen and his team for this opportunity to hold interesting and relevant discussions.

Admiral (Ret.) Richard Chen Biography

Richard Y.K. Chen was the former Vice Minister for Policy of the Taiwan Ministry of National Defense from 2015-2016, and was the Chief of the Navy from 2013-2015. During his 40-year service in the Navy, he took several demanding flag positions for policy, joint operations, and education including Chief of Navy, Vice Chief of General Staff (Executive), Chief Staff of Navy, President of the National Defense University, 63 Task Force commander, and years of different sea duties. He is a graduate of the ROC Naval Academy, Command Staff College, and the U.S. Naval War College.

Within his career and experience, his expertise areas are international security, Taipei-Beijing-Washington relations, national security and defense policy, and risk & integration assessment. Chen has in the past lead a team in Lockheed Martin for ACS (advanced combat system) program for two years, and served as Chief of the Defense Mission at TECRO in Washington, and more recently was also the Director, Board of Directors of the National Chung-Shan Institute of Science and Technology (NCSIST).

He currently sits on the advisory committee of Taiwan Center for Security Studies (TCSS) and advisory committee of Defense Technology Center, National Yang-Ming Chiao-Tung University in Taiwan, and as advisor of Defense Advanced Research Technology (DART) Center, National Taiwan University.
