The US-Taiwan Business Council Comments on Eight Proposed Foreign Military Sales to Taiwan Valued at Over US$11.1 Billion

(Arlington, Virginia, December 17, 2025)

The US-Taiwan Business Council (USTBC) today welcomed the announcement of a tranche of eight possible Foreign Military Sales (FMS) to Taiwan including a Tactical Mission Network, M109A7 Self-Propelled Howitzers, M142 High Mobility Artillery Rocket Systems (HIMARS), ALTIUS-700M and ALTIUS-600 Systems, and other equipment and services at an estimated total cost of US$11.1054 billion. The Defense Security Cooperation Agency (DSCA) delivered the required certifications notifying Congress of the eight proposed Taiwan arms sales on December 17, 2025.

The Congressional Notifications included Tactical Mission Network Software, Equipment, and Services (transmittal number 25-56, US$1.01 billion); AH-1W Helicopter Spare and Repair Parts (transmittal number 25-93, US$96 million); 60 M109A7 Self-Propelled Howitzers and related equipment (transmittal number 25-108, US$4.03 billion); 82 M142 High Mobility Artillery Rocket Systems (HIMARS) and related equipment (transmittal number 26-01, US$4.05 billion); Tube-launched, Optically tracked, Wire-guided missile system (TOW) (transmittal number 26-02, US$353 million); Javelin Missile System and related equipment (transmittal number 26-06, US$375 million); Harpoon Missile Repair Follow-on Support (transmittal number 26-07, US$91.4 million); and ALTIUS-700M and ALTIUS-600 Systems and related equipment (transmittal number 26-09, US$1.1 billion).

USTBC President Rupert Hammond-Chambers said, “The Trump Administration today dropped 8 Congressional Notifications to Taiwan valued at over US$11.1 billion. These programs add to Taiwan’s capabilities by deepening on-island magazines of Javelin and TOW. Taiwan also deepened its magazines of Altius 600s while adding the Altius 700 UAS to improve intelligence, surveillance and reconnaissance (ISR). There is a large follow on buy of 82 HIMARS systems and the re-notification (originally notified in 2022 and then withdrawn by the Biden Administration) of M109s howitzers – albeit a more advanced A7 version. The HIMARS and M109s could play an essential role in destroying ships and landing craft seeking to disembark PLA forces on Taiwan’s shores, and any PLA forces that have managed to establish a bridgehead. Finally, there are several ongoing sustainment programs to maintain legacy equipment. It is a comprehensive grouping of programs.”

 “This bundle of notifications – a record amount notified at one time in U.S. security assistance for Taiwan – is a response to the threat from China and speaks to the demand from Mr. Trump that partners and allies do more to secure their own defense. We continue to see the prioritization of platforms and munitions that address a D-Day style attack on the island. None of these programs address grey zone, blockade, or quarantine domains or the threat posed by China in those areas.”

 Hammond-Chambers added, “We now have clarity on some of the FMS bundled capabilities that will be included in the Taiwan special defense budget. This should help address opposition claims that there’s been a lack of transparency in this process. On the contrary, the leadership of all three major parties are being communicated with on the substance and application of these and the remaining FMS programs yet to be notified. This likely represents approximately 50% of the FMS programs bundled into the overall special budget, and we should expect more Taiwan arms sales in the coming months.”
